Provide inline KB link for error message "Unable to read encryption key file"

Description

This has been extracted from IFAWS-1222 () for separation of concerns:

While the triggering SSO scenario allows to add a resp. KB link within the UI, this is not possible on task execution in Bamboo. Regardless, the textual link should be added to the Bamboo build log so that users have the chance to discover the KB article.
